Chief Executive Officer

Yamilee Bastien

A former U.S diplomat with decades of experience in facilitating cross-border industrial partnerships. She specializes in critical minerals and energy resources, developing strategic offtake agreements and designing resilient sourcing arrangements for U.S. and allied manufacturing, aerospace, and defense clients.

Throughout her diplomatic and international business advisory career, Yamilee has supported companies expanding into global markets, advocated on behalf of U.S. firms pursuing complex tenders, and facilitated investment in high-impact infrastructure and extractive-sector projects. She has played a pivotal role in launching bilateral trade dialogues, advising senior government officials, and leading strategic initiatives to drive economic growth in multiple countries. She is known for her ability to navigate complex political and regulatory landscapes, structure commercially viable agreements, and build durable partnerships between private-sector stakeholders and government institutions.

She holds an M.A. in International Economics & International Law from John Hopkins University (SAIS) and is fluent in six languages. She has been recognized for her professional contributions with numerous awards from the State Department and Department of Commerce, as well as the prestigious Joint Civilian Commendation Award for commendable service of major significant to the Department of Defense.

At Fulcrum Ventures, she leverages her international experience, commercial diplomacy background, and deep regional insights to help clients develop secure and resilient supplies of natural resources, secure long-term access to critical minerals and other resources, and execute bankable cross-border deals.

Chief Operating Officer

Kyeh Kim

A senior international executive with over 25 years of experience developing and managing large-scale, results-based economic growth programs across Africa, Asia, Europe, and Latin America. She has led multi-billion-dollar portfolios spanning energy, transportation, agriculture, education, water and sanitation, health, irrigation, and private sector development, with deep expertise in large-scale infrastructure projects in developing and emerging markets. She has led transactions between $100-$400MM including deal origination, due diligence, and negotiating bilateral international agreements. 

Kyeh spent more than two decades at the Millennium Challenge Corporation (MCC), a U.S. Government agency focused on poverty reduction through economic growth. Most recently, she served as Acting Vice President for Compact Operations, overseeing a $6 billion global portfolio and managing multidisciplinary teams of more than 160 professionals worldwide. Previously, as Principal Deputy Vice President for the Africa Region, she directed a $4 billion portfolio of complex infrastructure and policy reform projects and served as the agency’s senior representative to partner governments in Africa, donors, and the private sector. 

Before joining MCC, Kyeh worked with the World Bank, U.S. Peace Corps and international NGOs focusing on small business development, agribusiness, education reform, and private sector–led growth in developing and emerging economies. She began her international career as a Peace Corps Volunteer and English teacher in Gabon.

VP, International Operations

Anaís Villalobos Kong

A Costa Rican economist with extensive experience in financial and economic analysis, investment promotion, and commodities trading. She holds a bachelor’s degree in economics with an emphasis on Development from the University of Taiwan and two master’s degrees in economics, summa cum laude, from the University of Costa Rica, specializing in Banking Risk Management and Capital Markets. She is also a certified mathematical actuary and an official government-accredited Chinese translator for the Government of Costa Rica, with professional proficiency in English and French.

Anaís brings deep expertise in feasibility studies, financial and economic analysis, and cross-border investment promotion across Europe, Asia, and the Americas, working in commercial, judicial, and governmental environments. She has significant experience in the buying and selling of commodities and a broad range of traded products, supporting complex transactions that require rigorous analysis, multilingual communication, and institutional-level precision.

VP, Business Development

Renato Garcia Barragan

A seasoned international executive with more than 20 years of experience in hospitality, real estate, commercial operations, and financial analysis.  

He brings hands-on experience in the buying and selling of commodities, including fuel sales,  working closely with counterparties to structure and execute profitable transactions.  His expertise includes financial analysis, deal origination, and deal support across diverse trading contexts, including historical assets.  His background in managing large and complex operations provides a strong foundation for evaluating costs, margins, and commercial risk in physical trading environments and allows him to bring a disciplined approach to valuation, verification, and market assessment for physical asset transactions.
